• CSCI is being formed by merging the Social Services Inspectorate, National Care Standards Commission and SSI/Audit Commission Joint Review Team. It will become operational from 1st April 2004 and provide a single independent inspectorate for all social care.
• The task was to select and appoint staff at the level below Director from the three organisations by reviewing their application and reference, interviewing and moderating against competencies for the role. All appointments were made in time for launch.
Lord Chancellor’s Department (LCD) – Tribunals
for Users Programme
Interim Head of Business Change May 2002 to April 2003
• Tasked with delivering the model for a unified Tribunals Service
within LCD by integrating the existing 70 tribunals. Tribunals employ
3000 people handling one million cases per year in 350+ UK locations.
•
Tendered four work packages value £350K and selected suppliers
that added 8 consultants to a core team size of 7 civil servants
and one interim
• Designed new Process Model captured the design assumptions and identified
the required legislation changes.
• Captured the top ten Tribunals current Operational Processes, identified
areas for improvement not requiring legislation change.
• Developed design model that integrates process, organisation, governance
and estate structure with supporting ICT/IS architecture and transition
strategy.
•
Captured the changes required to harmonise employee’s terms
and conditions and ways of working.
• Specified the requirement for new case management and financial systems.
• Developed the portal requirements and implementation plan to provide
on line user services.
• Produced the transfer plan for the first Tribunals to transfer.
•
Personally project managed the Process and ICT/IS projects in parallel
with three other projects – Organisation and People, Finance
and Estate.
• Achieved stage pass in accordance with Prince 2 project management
methodology.

Business Improvement Director January 1999 to April 2002.
• Established Business Improvement organisation
into the Italian company and its five divisions.
• Deployed Business Excellence Model, (BEM), and Software Capability
Maturity Model, (CMM) into Italy measuring
the business performance against these models, using findings as
input to the business improvement
plans. Mean BEM score improved 33% and three of the five software
units have achieved CMM Level 2 (Model has 5 levels).
• Managed the Year 2000 project in ten companies in UK and Italy with
no failures.
• Developed and deployed common AMS Enterprise Process Model that satisfied
the requirements of ISO 9000:2000,all companies achieved this standard.

Group Business Improvement Director Dec 1996 to Dec 1998.
• Deployed BEM and Software CMM measuring
the business performance against these models, using findings
as input to
the business improvement
plans. Leading Divisions improved their BEM Scoresby 100%. Two
Divisions achieved a Level 2 Software Capability and one Level
3.
• Implemented new project management processes for IT and Year 2000
projects.
• Developed IT strategy to support Business Process Improvements.
• Migrated all companies to a standard desktop with access to E-mail,
Intranet and Internet and expanded PC population to every desk.
• Project managed implementation of new client server Enterprise Resource
Planning (ERP) system that integrated financial, (Oracle), manufacturing,
(WDS Compass Contract), product data management (Sherpa), and project
management, (Artemis). Prepared for IT out sourcing.

General Manager Supervisory Systems Submarine Systems Oct 1989 to
Nov 1996
• Created telecommunications cable network management business –85
permanent and 10 contract staff - by acquiring and integrating the
submarine cable software development unit of ICL and COMSYS, an Australian
software house achieving market leadership. Annual development expenditure
approximately £7M.
• Specified and developed in C and C++ running on Sun and Intel computers
a state of the art integrated product set for 3 generations of
communications systems.
• Delivered to time and budget 14 telecommunications cable network
management systems to the worlds major international carriers.
Customer surveys showed high customer satisfaction with delivered system and
on going support.
• Obtained both BSI 5750 and TickIT quality accreditation.
• Closed development units in UK and Australia following acquisition
by Alcatel.
